These two A21 bulbs carry a 4.0GHz radar sensor instead of the usual infrared eye. Radar picks up movement through a glass shade and around the sides of a fixture, so the bulb can sit inside a closed porch lantern and still react. GREENIC rates the pickup at 360 degrees with a range of up to 20 feet.
A light sensor keeps the motion part asleep during the day and wakes it at dusk. When you switch the bulb on for the first time in daylight it stays lit for a moment, then goes out after about 17 seconds with no movement. That is normal, not a fault.

Each bulb draws 15 watts and puts out 1500 lumens, about what a 100 watt incandescent gave. Pick warm white 3000K for a porch you sit on, or daylight 5000K for a driveway or garage where you want to see colors as they are.

What it will not do
It will not dim. Keep it off a dimmer switch.
Radar also sees through thin walls and doors, so a busy room on the other side can wake it.
The wall switch has to stay on. Turn it off and the sensor has no power.

I use motion bulbs in my apartment buildings in basements, hallways, storage areas, and work spaces. This isn't the brand I usually buy, but I had a hard time finding 100w equivalent, daylight motion bulbs for areas where we're doing work and want bright light.

I ordered 2 bulbs and put one in the entryway and one in the basement. The one in the entryway works great, it senses movement outside the front door and pops on before opening the door, which was great. The other I put in my unfinished basement. I only go down there to service the furnace or for Holiday decorations.
